Valentine's Day in Oregon and southwest Washington may be an especially chilly one, and it could hold some impact to your ability to get around. February 12 – 14 is definitely looking at severely cold temps in the 20s at night for the areas between Eugene, Portland and Vancouver as well as the coast. There is currently also a freeze warning in effect Monday and Tuesday overnight for the southern Oregon coast.
"Cold mornings this week will set the stage for snow or freezing rain for many, and travel impacts on Thursday are looking increasingly likely,” the NWS said.
Late last night, there was much forecasters didn't know yet, yet the NWS said if you're planning travel on those three days you may “want to come up with a Plan B.”
Monday will start with overnight lows in the 20s and continue through Thursday, with some areas reaching the 10s.
With temps that cold, any precipitation will arrive as freezing rain or snow.

In southern Oregon and the southern coast, there is a slightly higher chance of a weather event that would turn into a winter weather advisory or warning.
The NWS said a good portion of its predictions are “showing some type of winter precipitation Wednesday through Thursday night, with the potential for rain, snow, freezing rain, and sleet all possible. “

Some potential conditions point towards “winter precipitation” and some look more like freezing rain. Now, forecasts look like snow will kick in on Wednesday night and then ice on Thursday.
As of 3 p.m. Sunday, the latest predictions are for freezing rain at lower elevations.
“Potential for winter precipitation Wednesday-Thursday night should be taken into consideration if making travel plans in the middle of next week. Most ensemble members are showing a break in precipitation near the end of next week, with possibility of more moisture on Sunday or Monday.”

North Oregon coast towns like Astoria, Cannon Beach, Tillamook, Pacific City down to Newport could all get some version of these storms.
Meanwhile, for coastal towns at the southern end of Oregon such as Nesika, Port Orford, North Bend or Bandon, there is a freeze warning in effect from 1 a.m. to 9 a.m. on Monday and Tuesday.
“For the second Freeze Warning Monday morning, sub-freezing temperatures as low as 30 expected,” the NWS said. “For the third Freeze Warning Tuesday morning, sub-freezing temperatures as low as 28 expected.”
